In compliance with Republic Act 9485 or the Anti-Red Tape Act of 2007 passed
in order to improve efficiency in the delivery of government service to the
public by reducing bureaucratic red tape, preventing graft and corruption, and
providing penalties therefore.
MESSAGE
The barangay, being the basic unit of the government is endowed with many responsibilities to deliver basic services to its constituency towards the upliftment and betterment of their lives. More than that, one of the most important roles of the government to its people is to be able to deliver transparency and objectivity to the services it renders and to the programs it delivers.
I personally would like to commend the efforts of the Department of Interior and Local Government in ensuring that policies such as the RA 9485 be implemented which shall serve as the litmus test of all government agencies and a mechanism for ensuring better delivery of their services. The Anti-red Tape Act of 2007 is a way to communicate with the people and help familiarize them to the procedures and processes in our barangay, thus avoiding the traditional red tape procedures that shall ensure the efficiency of government services.
The Sangguniang Barangay, together with all its employees proudly present to you this citizen’s charter manual that shall serve as a mechanism of transparency, accountability and of a pro-people government towards the matuwid na daan that our President calls for.

v On Vicinity
o The barangay shall promote a smoke-free barangay hall for the safety and health of its employees and visitors.
o The barangay shall provide a clean and sanitary comfort room for all the employees and visitors.
o A waiting area should be provided for the visitor’s convenience.
o The barangay shall promote an environmental friendly atmosphere within and outside its vicinity.
v On Customer Service
o The barangay shall train and empower employees to be courteous and to be customer oriented at all times.
o The barangay shall provide priority comfortable waiting areas for the women, the elderly, children and the differently-abled people.
o The barangay shall provide assistance to the pregnant, elderly and the differently abled people at all times.
o The barangay shall set an appointment slip to those visitors whom shall wait for more than 10 minutes due to their requests and inquiries.
o All employees should prioritize the needs of all the visitors at all times.
v On Inquiries regarding Barangay Services
o All employees shall respond for not more than 2 minutes to all the inquiries and concerns of all its visitors.
o All complaints shall be addressed to the Punong Barangay and shall be responded upon immediately for not more than 2 days upon receiving the letter.
o A copy of this citizens’ charter shall be posted to the easily identifiable areas within the vicinity of the barangay for people’s reference regarding the services of our barangay.
v On Receiving and Responding to Letters
o Receive all letters addressed to the barangay and log it properly for tracking purposes.
o The barangay shall respond immediately within 2 days upon receiving the letter.
o The employee responsible for receiving the letter shall endorse the letter to proper office within the day the letter has been received.
